We identify the licensing requirements for the proposed games and coordinate the corporate, technical and compliance evidence for the application.

In one ARG gambling and online betting licence matter, the client’s documents and deadlines were spread across several people. ARG organised the commercial model into a regulator-facing file covering the corporate, operational and compliance requirements.
The practical communication helped the client understand how these elements connected and what the work required. That experience reflects the central issue for any operator considering Bulgaria. An online betting licence is not a general gambling permit, and the product, applicant, technical systems and continuing reporting duties must fit together from the outset.
ARG can help when you need to
Use a qualifying Bulgarian, EU, EEA or Swiss company. Each legal game type needs its own permission; a foreign licence or platform contract does not authorise Bulgarian operation.
Prepare paid-up capital, the applicable investment and game-organising funds, and evidence of their origin. Keep these requirements separate from state fees and technical costs.
Meet hosting, banking, identification, data and NRA-connection requirements. Systems, game software and new versions need the applicable BIM registration and testing evidence.
Set up monthly fee declarations, AML, age and exclusion checks, responsible gambling and restricted marketing. Performance-based affiliates have a separate licence and fee regime.
A Bulgarian online betting licence is a product-specific authorisation under the Bulgarian Gambling Act (ЗХ) for running the particular online betting activity named in the licence. It is not a broad permit for all gambling business models, and it is not the same thing as authorisation for a land-based casino or gaming machine operation. The National Revenue Agency’s published guidance is clear that each gambling game or activity is separately licensable, so the licence covers only what is expressly approved for that organiser and that activity. Article 2 of the Gambling Act defines gambling through three elements: a game of chance, a stake and the possibility of a win or loss of that stake. A participant is the person who stakes to enter the game. The practical question is what the user risks and can receive, not whether the website calls the product entertainment, a competition or a promotional feature. Supply the rules, payment flows and reward mechanics for every product. Article 41 preserves the legal type of game when it is delivered online, and Article 3(3) limits the licence to the expressly authorised game.
That distinction matters commercially because the licence scope defines what you can launch, market and technically connect to the Bulgarian regulated framework. If your business plan combines different gambling products, you should not assume one approval will cover the full stack. The NRA’s online gambling page confirms that online betting sits within a broader online regime that also refers to other organised online games, including lottery games, sports betting on competitions and races, betting on random events and knowledge-based betting, slot games and casino games. If your operation is only online betting, the permit analysis is narrower and more focused on that activity. If you are planning a mixed model, such as sports betting plus another regulated game, ARG would have to map each activity separately against the licence scope instead of treating the project as one general gambling permit request.
For an international client, the key point is that Bulgaria regulates the activity as the organiser’s exact legal and technical model, not as a generic “gaming licence” concept. That is why the first task is to define the product correctly, because the wrong label can lead to the wrong filing strategy, the wrong compliance file and a delayed launch.
Only certain applicants can seek a Bulgarian online betting licence, and the applicant’s place of registration is one of the first gatekeeping issues. The NRA states that the licence may be issued to a commercial company registered in Bulgaria, another EU Member State, an EEA State or Switzerland, or to the State itself. That means the licensing question starts with legal eligibility, not with branding, market demand or platform readiness. NRA online gambling guidance
The practical choice is whether the applicant should be an existing eligible company or a newly structured Bulgarian vehicle. ARG’s job in that decision is not just to recite eligibility. It is to test whether the current corporate structure can be used without creating avoidable filing risk, or whether a Bulgarian applicant makes the regulatory path cleaner for the intended product and operating model.
The financial preparation has three distinct parts. Article 4(2) requires the applicable online organiser’s paid-up capital, with the statutory BGN 1.5 million threshold corresponding to EUR 766,937.82 at the fixed conversion rate. Article 5(1)(5) separately requires online investment and game-organising funds of the statutory BGN 1 million each, corresponding to EUR 511,291.88 each. Evidence of available funds and their origin accompanies the application; the initial investment-confirmation stage follows Article 5(3), with its six-month evidence period. These are different legal tests, so the budget must show how each is met rather than simply add or double-count the same balance without analysis.
The NRA’s guidance groups the online regime around recognised gambling formats such as sports betting, betting on other events, casino games, slot games and lottery games. That does not mean one licence automatically covers every one of those formats. The same NRA materials also stress that each gambling game or activity is separately licensable, so the client has to match the business model to the exact activity sought.
That distinction is important for a multi-product operator. For example, a company planning sports betting and an online casino should treat those as separate regulatory questions, not as one broad authorisation request. The licence strategy, supporting documents and commercial rollout will depend on which activity is being licensed first and whether the other product needs its own authorisation later.
The registration country matters because it determines whether the applicant is even inside the licensing perimeter. An eligible company can still fail if the rest of its structure, documentation or technical model does not fit the Bulgarian framework. Conversely, a non-eligible applicant may need a corporate restructuring before a licence application is worth preparing.
A foreign gambling licence does not passport the business into Bulgaria. Select the eligible organiser and confirm each Bulgarian game permission before offering access to players in the Bulgarian market. A platform supplier’s certification, a payment-service agreement and ownership of a domain answer different questions; none establishes that your company is authorised to organise the game. Check the operator named in player terms, the beneficiary of deposits, the licence applicant and the legal owner or authorised user of the systems so the contractual structure has no unexplained gaps.
Tell us where you live, how your business works and what you want to change. We will help you identify the questions to resolve and the next steps to consider.
The technical side of a Bulgarian online betting licence is not a later IT formality. The NRA treats system readiness as part of the licence file itself, which means the organiser has to show that the platform, the central computer system and the local control servers are fit for the regulated activity before the licence is issued. The NRA’s online gambling guidance ties this to the testing methodology approved by NRA order Z-CU-2095/10.10.2023, so the application is expected to be built around verified functionality, not around a promise that the system will be completed after approval. In practice, ARG’s role is to make the technical submission readable to the regulator. That means aligning the corporate documents, the operating model and the system evidence so the NRA can follow how the applicant will control games, record activity and satisfy the online-betting rules in Article 6 of the Bulgarian Gambling Act (ЗХ). The point is not to overproduce papers. The point is to present the exact evidence that shows the operator can run the licensed activity lawfully from day one.
This is where many applications become weak. A corporate file can be acceptable on its own, and a technical description can be sound on its own, yet the two do not fit together. For example, if the company structure, remote platform set-up and control-server arrangement are described inconsistently, the file can look incomplete even if each individual document exists. The NRA’s published position makes clear that functionality testing matters, so the technical narrative must match the actual architecture of the betting product.
A useful preparation pack usually needs to show three things.
That last point is especially important because it changes the application strategy. If the systems are still changing, the file should not be treated as ready for submission. If the systems are already stable, ARG can work backwards from the technical architecture and make sure the corporate and compliance documents do not create contradictions.
Technical readiness is part of the licence case, not a post-licence clean-up task.
For a cross-border client, the practical issue is timing. If the operator uses a foreign group platform, the Bulgarian file still has to show the Bulgarian licence perimeter clearly and tie the technology to the local regulatory test. That is why the technical work should be coordinated with the licensing work, rather than handled as a separate IT exercise.
Under Article 6 and NRA technical guidance, the central system and communications equipment must be located in an eligible Bulgarian, EU, EEA or Swiss territory, with the prescribed banking arrangements for stakes and winnings. The system must identify players, retain data and transmit the required information to the NRA. The central system, local control server, communications equipment, game software and new software versions require the applicable Bulgarian Institute of Metrology register entries. Freeze the tested configuration before submission and operate a change-control process afterwards; a supplier’s general statement of compliance does not identify the approved version in your deployment.
The licensing process for this service is a file-building exercise before it is a filing exercise. ARG organises the corporate, operational, technical and compliance inputs into one regulator-facing package, because the NRA does not assess the business as isolated fragments. The question is whether the organiser, the activity and the systems fit together under the Bulgarian Gambling Act (ЗХ), and whether the application can be submitted in a form that the NRA can review without avoidable gaps.
Article 30(8) requires the electronic monthly declaration of the fee base and variable fee by the 15th of the following month. The variable fee is paid within the same period under paragraph 11. Build the reconciliation from accepted stakes, paid winnings or the relevant participation fees and commissions to the statutory fee base, with a controlled correction process and qualified electronic signature. Technical real-time transmission to the NRA is a separate obligation; it does not replace the monthly financial declaration.
The licence and the continuing reporting duty are different stages. Getting the licence does not end the compliance burden. The NRA’s guidance distinguishes the licence itself from later declarations and system-related obligations, which means the operator has to plan for both the approval phase and the operating phase from the beginning. If the business only budgets for the application and forgets the monthly reporting process, it is not fully prepared for a regulated launch.
ARG’s value here is practical. A client often comes with scattered material from corporate advisers, developers and commercial staff. The task is to turn that material into a coherent regulator file and then keep the compliance sequence usable after approval. That includes making sure the declared activity matches the licensed activity, the system description matches the platform in production, and the responsible people know which filings are electronic and which require a qualified electronic signature.
For an international operator, the useful decision is not whether Bulgaria is merely a market entry point. It is whether the company can support the ongoing reporting discipline that follows licensure. If the operational model cannot support that, the licence should not be treated as ready for filing yet.
Article 30(4) establishes the online licence’s two-component state fee: the one-off statutory BGN 400,000 component, equivalent to EUR 204,516.75 at the fixed rate, and a 20% variable component on received stakes less paid winnings. Where participation fees and commissions are collected, the specified alternative base is those receipts. This is not a 20% corporate-profit calculation. Budget it by licensed product and reconcile it to the accounting records, together with the applicable application-review fee, responsible-gambling contribution, technical costs and other statutory obligations.
Capital, eligible investment, available game-organising funds and fees are separate requirements. Prepare a funding schedule showing the source, recipient, payment date and continuing availability of each sum. Under Articles 23 and 25, the ordinary initial investigation period is 60 days, extendable by up to 30 days for complexity, followed by the decision stage; documentary deficiencies and investment confirmation affect the launch sequence. A favourable decision alone is not permission to accept stakes: Article 29 links lawful operation to receipt of the licence certificate after the prescribed steps.
Player protection and marketing belong in the launch plan. Implement age and identity checks, the applicable vulnerable-person exclusion controls, responsible-gambling information and AML procedures. Article 10 restricts advertising, so a licence does not authorise unrestricted promotion. From 1 August 2026, the separate affiliate regime also covers persons paid by gambling-related performance, such as recruited participants, deposits or stakes. Review partner licences and contracts, the operator’s withholding and monthly reporting under Article 30 a, and the distinction from fixed-fee advertising or technical services that do not meet the statutory affiliate definition.
For a client deciding whether Bulgaria fits the business plan, the practical implication is simple. The licence decision should be made only after the product, applicant entity, systems and fee position are checked together. If one of those pieces is still uncertain, ARG would normally treat the matter as a planning file first and a filing file second, because that is the difference between a workable launch and a regulator request that arrives too early.
